The history of Navarre seems to come directly from a novel. U.S. Army Colonel Guy Wyman was fighting in World War I when he met and fell in love with a French nurse named Noel.
U.S. immigration policy at the time did not allow him to bring Noel back to the States as his fiancee or his wife, however, so he adopted her as his child and brought her to a little part of the Florida Panhandle where his family owned a large amount of land. The couple named their territory after the old Spanish province of Navarre.
